Based on the flag of the City and County of San Francisco, the logo was created to promote the concept of a San Francisco Pavilion at Expo 2010 in Shanghai, San Francisco's sister city.
It emphasizes the multicultural aspect of the city by using San Francisco's primary three languages. The phoenix on the flag represents the city's resurgence after the great earthquake of 1906.
